There's no headshot multiplier for the shotguns. Although I do understand your point I think That you aimed mostly at the air so not many pellets hit him.
no point in even aiming for the head brah, like everyone else said no headshot multipliers for shottys, aim center mass and you would have killed him with the first shot
Actually, since aiming for the head gives no damage multiplier and the target is smaller so less pellets hit, its more understandable that this happened. Having said that, you were close enough to do enough damage in one shot let alone two. Infinity Ward cannot make games and should seriously just stop now.

There's no damage multiplier for headshots for shotguns so it's better to shoot for the chest to increase the chance of the pellets hitting the enemy
@Jacen47 I meant theres no damage multiplier? Like with an AR you get x1.4 damage for a shot to the head, but with a shotgun, its still just X1.0 ..
