My only concern is I think after your first big rain that back fill will sink a few inches. I watched a couple earth bag/hyperadobe builds where they didnt account for that. They thought tamping it would be enough. Maybe if the roof is overhung enough and/or come trenches to divert water away from the outer edge of structure.
We will have a big overhang. I am also debating putting big gabion rock walls around the whole thing to help hold it all together. It's all an experiment. We'll see.

Im curious how long it took you to fill the bags and size of the walls. Im thinking of building my own cistern and house but unsure how much time i need to do it myself.

Our bags on our home build were fully exposed to the Arizona sun and weather for 2 years and still looked brand new

Wouldn't a cylinder be a better design for a cistern? no buttressing required, larger volume to wall ratio...
Yes. Originally the hole was dug to just drop the poly tanks in. Then we changed plans

Could you use this for keeping fish in? I was thinking of doing something similar with an aquaponics system.
I don't see why not. We will be using a pond liner ment for fish
