a friend of mine had a tpr80cc with tpr crank and intake and 24mm carb scr 70 original ignition and he got 17,9 hp without tuning cilinder

How is it possible that 77cc stage6 can get 23 hp easy and top performance 80cc gets 15 with alot of tuning?
