I’m fairly new to World of Warships: Legends. Do repeat Commanders just put him in your collection/roster/whatever twice, or is there a compensation for repeats?

It is weird that Spock has a unique German secondary kind of skill since the TT french ships are not really secondary brawlers unless you rush down a low health enemy or a low health destroyer runs into you :/
