My personal favorite minor to play is Brazil. Going democratic, non-aligned, or monarchist allows you to go down the peaceful South American unification path and it can be quite fun and overpowered. One of the few minor countries with ceiling high enough to be a top 3-5 major country by the end of the game, and the best part is you can integrate most of the Caribbean, Central America, and South America without firing a single shot (only a select few facist countries exist in those regions, all others are non-aligned or democratic on historical, either of which is needed to integrate them)

I find it to be quite fun but there's the underlying detail that most of the work for unifying those countries is a peaceful process (only Venezuela, Peru, and the few other facist countries require use of force to integrate them). So hopefully you don't mind not being the Napoleon of South America lol
Also, fyi, I learned the hard way that if you go after Peru by intervening in the war between them and Ecuador, it breaks the strat because of the Amazonian War national spirit between them. If the war doesn't end with the scripted white peace the spirit never goes away. The reason this is important is because it prevents either of them from joining a faction, preventing them from being integrated (puppeting Peru does work for them but Ecuador WILL be stuck in that state for the rest of the game)
Basically, don't intervene between them during that war, do whatever you wanna do to integrate them AFTER it ends via the white peace event
And one more thing, make sure you HOARD political power. You're gonna need it for all the countries you're gonna be integrating lol

Oops, sorry I lied. There is one more thing. There's two branching sub-paths that lead to the unification focus at the very bottom of the tree. I personally opt to do the reach out to our neighbors focus first then delete the automatically created faction immediately, then wait for a chance to join the allies via the opposite path on the left side. Trying to integrate them during WW2 doesn't change anything, as it's entirely based on their opinion of you when trying to integrate them. Getting them into your faction via the decisions unlocked from the Reach out to our neighbors focus works regardless of whether it's the faction the focus makes or if it's any existing faction
