The differences between ethnic groups go much deeper than skin color. The morphology is also very different. The thing that determines your iq is not your race but your upbringing and education, people in poorer countries that are 2nd world or 1st world tend to have a lower IQ because of lack of education, not because of race.
For example young people who are the kids of immigrants (from poorer countries) tend to have a higher iq depending on how they're upbringing also IQ scores can be made higher by learning or doing new things/hobbies.
