I think the horse at first just kind of nudge and nibbled. Then I think the horse didn't get the attention it wanted. The horse's ears weren't back he didn't look that aggressive.
This particular horse seems to take instant dislike to some people and will bite them. I’ve seen numerous videos of him biting, while in others he seems quite patient with people.
When someone gets bitten, it hurts, it's embarrassing, and to be laughed at is mean no matter how you feel about this boy standing to get a photo. Let's face reality though, the channel that puts these clips up relies on this type of thing happening cause a lot of people get a laugh out of others being bitten, nudged etc by the lovely horses. It would be pretty boring just watching the horse and guard standing there day after day with no biting, nudging, and robbing of tourists by the horses. They aren't going to want barriers being put up. Pretty much end of subscribers in my opinion.

The guard shouldn't have given the silent command for the horse to bite the child's arm. If vulnerable people with special needs are safe with the horses why was the child not safe? That guard shouldn't be there.

He’s lucky the horse didn’t sit there latched on continuously biting down but still a horses bite force is around 500 psi whereas let’s compare it to the worlds #1 misunderstood and most hated dog breed, Pit-bulls, who’s bite force is sitting at around 235 psi only 35 psi more than an average humans bite force. Now tell me would you rather be bitten by the horse or the dog? Because I’ve been bit by both and let me tell you I am lucky I didn’t have a broken thumb after my horse bit me years ago. When my dog bit me by accident rough housing it felt like nothing but being shot by a bb pellet, maybe a metal one.
