So, lets stick to facts and numbers here. The economy was expanding too fast, and the measures were implemented to slow it down. But, there is no actual recession.

Biden didn't call for increased interest rates, the Fed calls for and increases interest rates. That isn't a presidential decision. The president only appoints the governors of the Fed and the Fed is independent in their decision making.
Pandemics are disruptive and complex to manage. There is a lot of economic activity that slows down, and then after the pandemic, there is pent up demand for services, goods and travel.
The numbers, the methodology and the forecasts are all public information. It is not like anyone is hiding the information. Multiple economists from multiple agencies, banks, think tanks, etc. crunch the numbers. The math is based on a set formula based on the CPI and other factors. There is no voodoo magic going on.
