Culture victory is one of the more complex victory types in Civlization VI! In this video, I attempt to break it down into some more simple terms in order to help you understand what you need to do to win one!

It's quite amazing how badly tourism is explained in game. Even the ingame encyclopedia refuses to give any detail on the actual calculations behind everything
Fully agree. I’ve played this game on and off for years, won dozens of high difficulty Culture Victories, and still have to rewatch this video every time I come back to the game. The objective is not clear and the means to achieve it are even more muddled.
As a new player this makes it hard to win culture victories unless I'm using Peter
My first culture victory happened accidentally when I was going for a science victory. Playing on a low difficutly to learn the game and just building all the wonders can do that.
Yeah they ruined culture victory in Civ 6 compared to civ 5. Too easy in IMO and they got rid of the non-victory conditions effects like pressuring other player's whose governments are opposite yours. Not to mention when they complete destroyed the trade off between playing tall and wide changing the happiness mechanic.
@@budders9958 they're slowly starting to address this though. With the new Mayan civilization coming out, it looks like tall play is going to be more rewarding in the future. However, the old happiness mechanic was hot garbage in V. Not only did the AI get unfair bonuses against you even on the lower difficulties, it made playing wide next to impossible. And may the unruly masses have mercy on your soul if you dared to go conquest.
@@remlapwastaken8857 They didn't have districts in civ 5 though and great people were earned through specialist slots which could only realistically be filled when you had cities with large populations. Both districts and the new way great people were earned in combination with the buff to removing the happiness basically shifted the game entirely too much in the wide direction. I think a a fair trade off would be to remove great people points from districts and only yield those points if you actually work the district specialist slot
@@budders9958 Spamming Wonders in Civ 5 (BNW) on lower difficulty also trivializes the culture victory. (As for pre BNW it might be the only way except maybe for Poland's ability)
If you then by some miracle get to pass the 3 culture per world wonder resolution, you could probably win just with hotels and before unlocking Airports (or National Visitor Center or Internet) even when rushing them.
I just won my first game as Korea (science victory) on prince difficulty and I only discovered the victory tab quite late on. I was generating ridiculous amounts of science (I was miles ahead of the AIs) so I started building loads of cultural stuff just because I had to build something, and when I checked the tab I realised I was only a few turns off a cultural victory by complete accident!
Step 1: Eleanor (France)
Step 2: Loyalty flip every city with your Works of Writing
Step 3: Profit
Still think she’s op
@@michaelspringer9626 Honestly one of the most fun civs to play. Pretty easy
Step 2.1:
If necessary, spam Entertainment District -> Bread and Circuses
You forgot secret society Void Singer. They can.....fasten up the snowball. Ahh the feeling conquering 10 cities in 20 turns with no bloodshed and grind battle of attrition is good....
True. I think Eleanor's the best. I'm even impressed The Saxy Gamer did not mention her...
How to get a culture victory:
1. Play as Kongo
2. ????
3. Profit
We squished him like a bug!
Wow there think do seem kinda Op indeed +2 +2 + 4? for thing you really want to get any way for culture.
2 prod is alot.
Which congo? 🤔
The only youtuber who took the trouble to explain each victory type in standard format. The love for the game shows in this vidoes. Thanks man❤
Would have expected gallery theming to be covered since that is often overlooked by beginners.
I didn't want to put too much in this video, I did cover it a bit ago in the theatre square video if you're interested! czcams.com/video/eVD_2k9w9KE/video.html
@@TheSaxyGamer I noticed that. I just got a little bit confused about why you said in the other video that it's ok to eliminate a civ and now in this one you said we shouldn't.
Love the videos! After about 4 months playing I finally got my first Deity victory today thanks to you and PotatoMcWhiskey's guides. It really felt great, so much that I want to try even more civs on deity. I am going to try a Deity culture victory next so this video should prove super useful. Thank you for all you do!
Dude, THANK YOU for this lol. I've been bashing my head agaisnt a wall trying to figure out how to increase tile appeal. Also never even knew about the ski resort or rock bands
Alright brother I am 2-0 using your Science victory strategy! Diving in to this approach on the next round. Thanks for publishing this! I just discovered Civ 6 and I've totally replaced first person shooters. I feel like this is a game for deep thinkers, and it's been awesome learning from you.
A bit off topic, but would you mind doing a video on trade routes, what effects them, and how to set them up efficiently? Please and thankyou for your time and attention.
I was thinking about this all day. Ty for the video!
I would also add Pedro as a culture victory type leader. His rainforests giving + appeal are great.
But rainforests have a -1 appeal to start with. So he only gets a neutral tile
Pedro's effect replaces the -1 effect with a +1 effect
Much big information in game, hard very to learn early, Saxy videos help much, game fun with more knowing
Thank you for taking the time to create and post these
Wow, I got here after checking the channel out from the old Tourism and Culture in-depth video you had from 2 years back thinking "well that has to be outdated". Talk about timing!
When I start culture games (especially with Russia), I always choose the most culture- focused religion so I have a headstart for theater squares and civics
Followed these tips and completely dominated the culture game blowing away any other civ with Catherine de Medici. Focused on National Parks, Seaside Resorts and Wonders all day. Thanks SG...very great guide.
He says pretty much all of this in the video:
Go for wonders that bonuses you like. If you have extra production go for some more. Make sure you have more great work slots than great works. Try to get a theater square in every city. Get as many. Cities as possible. Don’t forget about archeological museums. Try to geat national parks and seaside resorts. Remember you don’t have to be peaceful if you need go to war with you neighbors to get more land
whoah never been this early. keep up the awesome content saxy.
Amazing Saxy, you and Potatoe are the best civ CZcamsrs on the platform!
Thanks!
LocoCoco TheGameMechanic?
Nice tip about rock banding on wonders… Very helpful.
Thank you so much for the video! It really filled in all the gaps for me for a culture victory. I also showed off your video on twitch letting people know about you and everyone found the video extremely helpful.
Thank you, Saxy Gamer. I'll try to remember that next week.
Nice video! Helped a lot. I've never been able to put national parks, never managed to fulfill the requirements ):
Great job, can't wait for Diplomacy video
Thank you very much for this awesome guide
There's a mad woman dressed in black cursing you in italian in the streets of Paris right now
How's the crew on the Bebop ? lol
Nice) Just a small remark, theatre squares also give + 1 appeal to adjacent tiles
Good video, I forgot about removing rainforest on the coastal tiles to increase the appeal of the surrounding land.🌴
2:37 my what a nice lake you got there 😂
I've played Civ 6 for over 150 hours and watched this video three times and still have yet to win a culture victory.
Science and domination for the win
Same 🥴 😅
These are awesome!
Thanks for the video!
thank you! very useful video
Great comprehensive video thanks saxy gamer
The first victory I got online, with Kongo.
Nice I'm also trying with Kongo for a culture win. Doing well so far but scythe is swarming everywhere with religion units
This was really helpful, thank you. I've finally moved on from Civ IV and there's a lot of new stuff to learn with Civ VI. I played my first full game as Korea with a science victory and I'm now going for a cultural victory (which is completely different in VI compared to IV). The only thing I'm sad about is that in the world of Civ apparently nobody cares about the rainforests. It'd be nice if there was some kind of improvement or tourism bonus from rainforests just because in real life they're important environmentally and many countries (e.g. Costa Rica) depend heavily on tourism from rainforests. Looking forward to trying a cultural civ (was thinking about Kongo, but I'm now tempted to play as Pericles) tonight.
Chichen Itza gives them culture and Zoos give them science.
Holy crap 😂 thx 😂 I'm new to the civ games but I don't like war I prefer the cultural win. Thx for breaking it down, some of us need it 😘
Will you do a Religion Victory video? I have had a hard time understanding how to do it and would love some tips
ur videos are suuuuper well made and are super informative
Imagine how complex the vanilla Civilization 6 already, just imagine much intensity of complexity when you wander around and started adding mods to your gameplay.
Let the fun begins!
Poland can get an accidental culture victory, as if you get lucky with relics and use Reliquaries in your religion, you can have a very strong tourism base, allowing you to use that as a crutch if Religion/Domination fails
Do you think you could do a video in this series addressing policies?
So, it's 5 things:
1. Wonders.
2. Great works.
3. Seaside Resorts.
4. National Parks.
5. Rock bands.
That's a bit over simplified. There are a few more sources or tourism you can get:
1. Neighborhoods with shopping malls.
2. Entertainment complexes with stadiums.
3. Water parks with aquatic centers.
4. Global scored competitions.
5. Ski resorts.
Don't forget about the per civ modifiers like trade routes, open borders (which should be especially applied against the civ with the highest culture)
Good video
Here as a refresher for when Gaul releases in 10 minutes.
Love the video as usual, but I do have one major thing I disagree with. I would highly recommend getting a religion for a Cultural victory, especially since the computer very rarely goes for choral music which in my opinion is the best for a culture victory! You can have all of your early game holy sites start on getting you culture before Theater Squares, you get a bunch of civic tree boosts (monarchy, theology, mysticism and theocracy not to mention the relic possibilities), you get a bunch of faith for Naturalists and rock bands and granted you don't need the religion for this last one but if you have a religion by the time you hit your 3rd tier gov't building you can buy the building that lets you buy land units with faith! I love you Saxy and you're way better than I am but I highly recommend a religion on a Culture game even if you get a slowish start..........
You still get a like though!
Would it be possible to get a breakdown/your opinion of the governors?
I usually just gun for as many Great Works and Wonders as I can get my dirty mitts on. It's not even part of a strategy, I just like collecting pretty things. I usually win a culture victory within two turns of discovering Radio.
I think Cyrus’ cultural game got a bit nerfed because the Paeridaeza is very similar to the city park unlocked by Liang’s recreation promotion so now everyone can have an appeal-boosting improvement
Hey guys, a beginner here, I would like to ask a question. Mr. Saxy mentioned 6 potential leaders who could be in favor when it comes to the culture win. My question is, what about France? Catherine has Chateaus, which provide + culture and she has production towards wonders as well, doesn't this contribute to her also having a shot in culture win? I mean of course you can win any win with any leader, but if the culture win is not France's chance, then what should one be pursuing when playing France? Thx :)
There are so many questions here!
Just won a Culture Victory with Peter on Prince diff. Damn he's OP with all the Great People Points. Bit of an intermediate player. I did not expand most of the game, built almost ALL of the wonders, and I invited a fckton of great writers, musicians, artists, that they lacked enough space for me to store all their works.
I'll rush for the culture victory next time, but should I expand aggressively in the early game, or just settle some lands?
For the religion thing, I played several times Russia and Japan and religion can be really useful with them since they can build holy sites/lavras in half the time and a well-made religion can give a great headstart especially in culture games because generating culture before unlocking the theater square is super hard due to the lack of sources (there are only cultural city-states)
For Russia, get a religion because the holy sites are cheap. Work Ethic + Dance of the Aurora is also OP, so 100% if you are playing Russia, do it. For other Civs, at least on Deity it may be a lost cause since the AI loves going for religion so early.
the only thing i wish he would add to these videos is notes stating what things he mentioned are base game vs expansions. He spoke of ski resorts and rockbands as if they were part of the base game.
Whenever I go for culture victory which has only been twice the game just kept giving me more religion things.
I usually get confused by culture victory. Maybe this will help me
Can someone tellme whats an average time I should have a cultural victory? Because I always get one around 300 turns and Idk if thats too long and if Im doing something wrong.
There's also one way (that you have not mentioned) to accumulate a lot of tourism, but it also requires a lot of work. Relics. Whenever I play I find that it's very beneficial, especcialy when you're Kongo, Poland or Khmer, but it's kinda complex, 'cause there are some preety important thing that you have to do to make this effective. First: you need a religion. And you need it quickly to make sure that you have a certain belief that gives you 300% tourism from relics. Second: you have to put Mount St. Michel, 'cause it's hard to gain a relics without it (the other way is to have a Vodsingers society or playing as hKmer). And you also need Christo Redentor very badly and St. Basil's Cathedral is also something like a must have. So it's a lot of work, a lot of planning, but I usually win a culture victiory much earlier when I'm using a lot of relics.
I know I´m late to the party (bought the anthology recently), but any tips on going for the "Selfie" trophy? That one seems more annoying.
I got a naturalist and used it on one of the tiles which was in the highlighted white diamond and I don’t know if it worked. Is that all I need to do to get a national park or do I need to use 4 naturalists and put them on all of the tiles?
Turbo John one naturalist creates the whole diamond shaped National Park.
I won culture in my first play-through of civ 6 in a 300 turn game :| went pretty good for my first time playing civ
I didn’t know how to win and by turn 230 i realized i was losing in all ranks so i decided to go for the easiest looking one
Can we get a diplomatic victory guide next?
Is there a reason why france is not mentioned as a good culture victory civic?
How much does a standard wonder get in tourism?
I always end up with a diplomatic victory by accident when going for cultural.
Yeah AI is super dumb in diplomatic behavior (first (especially in high difficulties) they’re super aggressive and second in all the world congress standard sessions they never put a single extra vote (which costs diplomatic favor) before the diplomatic victory resolution appears. In my first diplomatic victory (with Russia, deity difficulty), I intended to play culture too), I just checked the victory progress and surprisingly found myself with 16 diplomatic victory points. Since all the AIs threw all their diplomatic favor in trying to make me lose diplomatic victory points, I voted with them (1 free vote) to grab 3 points and trade off the loss, then I rushed Statue of Liberty and won
every time i play as kupe i somehow change the way i wanna play and just end up getting a domination win (prince diffuculty)
Would have been great to hear anything related to science and handling neighbors when playing for a culture game, I find that I can't keep my units at a relevant era to defend if I get targeted by a warmonger (on deity), surviving is a huge part of being able to achieve a cultural victory (as well as religious) since you can't afford to invest in everything, something will always lag behind when focusing on a victory type.
Levy City states military and make city states an important part of your strategy.
Ah I wondered why I was struggling with Trajan apparently I’m not so smart XD
Does a lumber mill provide appeal too or only the forest?
can you put a link to the in depth guide you made in the description below the vid please?
Sure! I'll add the tips video on the theatre square that I did as well.
With respect your forgetting about Eleanor (for loyalty flipping and gaining more land peacefully) and Robert de Bruce ( who smashes the amenities ski resorts and golf courses)
would china be good at culture victories? his boosts seem pretty tailored towards culture imo
I thought old-growth woods only provide +2 appeal to its tile not to the surrounding tiles
I tried diplomatic -- got culture
also I just built a sheer amount of wonders -- about 20 smth I think
You good
Kupe is so easy for a culture victory that I got one when going for a Diplomatic victory.
Bruh I keep getting diplomatic victories even when going for culture victories as culture leaders like Ludwig 💀
where is John Kurtin (Australia) good in?
In your "saxy gamer" image.... you look like Mac from "Mac And Me"...
Thanks for the good vids, been learning a lot
4:24 I'm getting mixed signals here. I do own civ6, but not GS, although I can be quite curious about it. I looked at a tier list this guy made about how complex civs are (you probably know them through their Steam and Reddit guides; I got this list from reddit), and Maori is classified as Advanced...
Pretty sure discrepancies happen here and there (once I read that Peter's Russia is a viable option for Science even!), and probably the concept of complexity is objective. In this case, though, I might need someone to explain
Well that was pretty usefull I won't lie.
Tho I did a pretty good culture victory I didn't really understand how I did it (I just use England and did alot of archiologist to get 6 thing she can get (insteed of the 3 at basse) and I just got like 17 tourrism in the theator so I was like... well I guess it working...)
But yah it kinda weird to understand but I got the felling Fait may not be the only way to support it. It depend on the leader. (Well may be if you got some expansion but in the basse game there alot of other way to get tourrism that doesn't need faith like I said I had 17 tourism in my theator but like I had a park and it gave me like 1 or 0 tourism so .... I don't know... It doesn't seem to be the most important thing or may be it depend alot on whene it was build? I don't know may be it need to get some word of mouth to get tourism?
SORRY For the bad english and thx for the tip tho I was really usefull I alwas wonder why my naturalist couldn't do anything or how to build see sight thing.
Can you tell me what microphone you use? It is very crisp, and mine never is!
Hey, thanks! I believe that I was using a Blue Yeti when I recorded this video. The one in my more recent videos is a Shure SM7B.
Going for my first cultural victory but I spawned right next to China and they're getting pissed every time I build I wonder. It's been a fun game.
Am I the only one who thinks that rainforests reducing appeal are strange?
Not at all, when he said "ugly tiles, like rainforests" I was very confused xD Woods are appealing though? Mkay!
It's hard to waste space for natural parks. Can I effectively win a game without them? Also is it clever to not hire great people with religious arts and wait for normal ones?
Why no mention of eleanor? She is great at culture and peaceful domination through culture.
Canada, is an amazing culture civ
How much of this is applicable to the base game (i.e., not R&F, not GS)?
I’m super new to the game probably 10 hours in have been slowly working my way up and currently on emperor difficulty. I always start out trying to go for a science or culture victory but end up just taking every capitol. I just get so lost mid to late game. And the ai defense is so terrible I can just shit on them with a fraction of there military force
I still have no clue how to get foreign and lifetime tourism
Where is Mvemba a Nzinga on the "good culture leaders" list?
He has weird mechanics that make him a bit complicated. I tried playing as him (I'm a noob) and I was confused as to what to do regarding my rainforests.
But if you remove a civ from the game, you lose its tourists now?
What am I doing wrong: Played as Gorgo this week - 3times the culture as the next (1.2-1.4k and Saladin was at 400 per Turn), over 1.6k Tourism (Parks, Searesorts and Mans GW in my acropolis) Eiffeltower and Cristo - Check!! But from One Turn to the next the domestic Touristis of Saladin Jumped up for over 100 - WTF? Can‘t Build enough Rockbands to reach this ever growing New goals ....
Teddy created national parks.
Hundreds of hours in and a couple deity wins under my belt and I still have no idea about religion or tourism
Thoughts on Kongo, China, and France for Culture victory?
Kongo is great, France is fun, fuck China
Saxy scientist, you forget about the Khmer!
Tehy can get an insane ammount of relics, a 24 tourism per turn (with the religious perk ofcourse)
Also their missionairies get the promotion that turns them into relics when they die!
Though it's a really advanced strategy there :)
why not France for the 100% tourism bonus as a top contender for cultural victory?
I put a seaside resort next to the place I get uranium from.
😂😂
