    This guy is either a fool or liar:(1) Within fourteen days after receipt of a Bill, the President shall--
    (a) assent to the Bill; or
    (b) refer the Bill back to Parliament for reconsideration by Parliament, noting any reservations that the President has concerning the Bill.
    (2) If the President refers a Bill back for reconsideration, Parliament may, following the appropriate procedures under this Part -
    (a) amend the Bill in light of the President’s reservations;
    or
    (b) pass the Bill a second time without amendment.
    (3) If Parliament amenders the Bill fully accommodating the President’s reservations, the appropriate Speaker shall re-submit it to the President for assent.
    (4) Parliament, after considering the President’s reservations, may pass the Bill a second time, without amendment, or with amendments that do not fully accommodate the President’s reservations, by a vote supported--
    (a) by two-thirds of members of the National Assembly;
    and
    (b) two-thirds of the delegations in the Senate, if it is a Bill that requires the approval of the Senate.
    (5) If Parliament has passed a Bill under clause (4)--
    (a) the appropriate Speaker shall within seven days re-submit it to the President; and
    (b) the President shall within seven days assent to the Bill.
    (6) If the President does not assent to a Bill or refer it back within the period prescribed in clause (1), or assent to it under (5)(b), the Bill shall be taken to have been assented to on the expiry of that period.

      @@askofu_muziki5992 Boss if bunge or the president just sit there and do nothing that bill will automatically become law after 14 days from the day the president wrote to the speaker pende asipende. Only the sponsor of the bill can withdraw it at this stage. The president has no such authority. In law words like shall and may have very distinct meanings where shall means must and may means optional. This law is very clear. FYI Unlike the Bible this is not my interpretation but copy pasted from the constitution of Kenya which is the supreme law..

      Read and understand before posting. The bill will only automatically become law after the 14 days have elasped if the it is passed the second time and it must be supported by atleast two thirds of the mps. Parliament won't vote on the bill again and therefore it's dead and gone.

And if he sent it back, then parliament needs to meet and vote on the adoption of his recommendations, don't read the law selectively...and understand why the law exists in the first place.. It is there to ensure the people who's representatives are the Member's of parliament always get their way and not the executive. We spent billions to change our constitution primarily to give the power former presidents had which were derived from a monarch system of governance back to the people..

    TNC muko na shida with this Governor at the helm. IF you relying on this man to interpret the law for you. The Predident is right in not assenting(the law permits him to decline signing), the law recognises that he can do so. But, he can ONLY reference the un-assented Bill back to Parliament. Beyond that his "power" is null n void in the House. Its up to the House to either or.
