    As a native English speaker from the UK, I would just say that forms were always "filled in" and never "filled out" in British English when I was in school in the 1960s. We were taught that "fill out" was an Americanism which should be avoided completely.
    Older people here still tend to say "fill in a form" whilst younger people, under the worldwide influence of US films and TV, will sometimes say "fill out" as you describe.

      americans say, "fill out" the forms. Took me a while to say it automatically as I was used to saying "fill up" in the Philippines.

      British English accounts for 3% of the English speaking world. In means containment.
      Out means de-containment. Fill in refers to the parameters of spaces on the form. Fill out implies that a form should be completed until there is no more space within which to fill.

    yung initial na pagkakaintindi/pagkakaalam ko ay "fill up" means punuin, "fill out" means tapusin/sagutan, at yung "fill in" means punan. at comfirmed! tama nga 😅, thanks po

      Fill out or Fill in…. Just say, complete the form.
      For Fill Up - glass of water please.
      You seldom have to say… fill up my glass, just say… I need a glass of….. then the server will automatically fill your glass with water or soda. If you are drinking beer, only need to say the brand and the bartender will know automatically know what to do. Lol

      Yan ang maling mali... Dapat ang tama ang ituro agad.
      Kaya nga hindi tayo matuto ng tamang ingles ay dahil nga dyan..
      Ang English grammar ang tamang ituro agad, wala dapat alalay o crutch or "katumbas" sa Filipino.
      Kagaya ng kanin (rice). Pag Kano ang kausap mo, dapat alam mo ang "Uncle Ben". Instant Rice, White Rice, Steamed Rice, Brown Rice. Jasmine Rice, etc.
      Hindi na pwede na Kanin o Bigas ang takbo ng isipan mo.. Kailangan mo na ang "Subject Knowledge" tungkol sa rice ng mga Kano, hindi sa rice ng mga Pinoy...
      Iyon ang kailangan ng isang Call Center Agent ng isang Bangko, or Insurance Co. or Sales Associate ng Home Depot or Jollibee...
      Pag nag-i Ingles ka kalimutan mo ang Filipino, Tagalog o Bisaya, express yoursel in American English.
      Talking to another Filipino is self-explanatory
      The worst thing you can do talking to an American or a Western foreigner is to get your tenses mixed up...
      You cannot talk about the past in the present tense..
      Don't mix the past and present tenses in the same conversation...

    Up = 100% completion of a physical task
    Out = de-containment / 100% completion of a form.
    In = containment / enter within the parameters of spaces

      Containment ba appropriate word for this? Containment refers to the process of controlling something from spreading , for example a lockdown was employed to contain the spread of disease. As far as I know.

      @@akihirotropa1700 Let me try , "Fill out" an application for a job, means punan ang porm o application para sa trabaho , "Fill in " the blanks for taking a test means Punuin or punan and patiang or blangko, sa pagsusulit; and "Fill up" a tank of gas, punan and isang tangke ng gas.
