@@crismathew if that priest is in good concern, or if his concern was only prayer, but not protest, he can enter cemetery and do prayer, through the permission of committee of that church. No one will stop him.

The role of the state government in a civil case is limited to providing legal assistance to the party it represents and complying with the orders of the court. The state government cannot influence the outcome of a case by passing a bill or any other means outside the court's jurisdiction.
Any attempt by the state government to interfere with the judicial process or influence the outcome of a case could be viewed as a violation of the separation of powers doctrine and could be challenged in court."
