The 1960s were a time of great expansion in the city of Portland with new freeways breaking ground, the early years of its first sports complex, the early years of what is now the Oregon Zoo, a massive urban renewal project and so on. Lots of this expansion came at the sacrifice of the city's people of color and its most poverty-stricken.
Amidst all of this the city came up with another idea to help launch it as a modern American city: chase after the 1968 Olympics. Not only would holding the Olympic Games bring great attention to the city, but it would kill two birds with one stone in that it would allow the city to construct a massive stadium that could be used after the games to bring in a professional football or baseball team (during a decade of major westward expansion among professional sports leagues).
This video tells the story of the origins of this efforts and not only the city's failure to get the games but its later failed efforts to still construct a stadium to attract an outdoor sports franchise.

I'm just curious... why do you hate the idea of a baseball stadium going in at Lloyd center? I haven't formed an opinion on it yet.
I remember when it was open-air and had funky fountains and I sang at the holiday tree lightings and I can still smell the caramel cooking at the candy store above the skating rink... Do you like some of the other mixed-use ideas being discussed for the site?
BTW, great job on the docs. I grew up in PDX. Went to Grant HS. I now live in L.A. editing TV and love (and miss) the town of my birth.
I will definitely keep checking out your other videos!
