There are so many of these alternate strategies in foot ball, rugby, soccer and cricket. When I was younger I tried some. Basically doing the opposite to everyone else. It took awhile but it worked. I think I was the most economical bowler in High School Cricket. Of course no one notices a bowler that bowls maiden overs one after the other. They notice that fast bowler or that guy who gets a wicket. I worked out that if you could turn a pitched up ball about two inches in a space of 30cm, it became near impossible to hit. You can't bowl it too fast else it won't turn and too slow means its spotted as a spinning ball. There is also no use in blowing it too short because then the batsman can compensate. You need the bats man to make the mistake of swinging for the ball instead of playing it straight. Once they commit speed to the shot the ball turns and they can't compensate because that big heavy bat is pulling to the side. Usually the ball hits low on the pad or it glances off the inside of the bat. It took ages to perfect that ball and no one noticed how difficult it was to bowl. Even the batsman thought it was just their own miss judgment. Generally the Umpire won't give it LBW because the batsman has played forward. There were other variations of this but whats the point of being economical? It will never get you selected over some guy that just bowls the hell out of the ball.
The flaw in the math is in the small sample size of 4th downs that teams go for. If teams stop punting on 4th down, that 50% is going to go down FAST, especially if they keep doing it on 4th and 7 or similar situations. An argument could then be made on when the math does say to go for it. 4th and 1, yes, 4th and 2, yes, etc. For professional teams it's just not worth the risk, since if you don't convert when you try it when you are this deep in your own red zone, you are basically giving up a free 3 or 7 points. Defensive coordinators would also be REALLY pissed off, since every time you fail it makes them either look bad for letting the enemy score or angry that they had to bail you out again.
For what its worth, as soon as I learned the rules to american football (at about 13) I always thought punting on 4th down was a give-up-too-easily approach... glad to know I was right all along.
