No. It only controls the TL431 voltage reference IC. The optocoupler has to be kept because it insulates the primary side from the secondary side. If something were to go wrong with the primary switching circuit, this will insulate you from dangerous mains voltage.

Are u sure by varying duty cycle of onboard PWM ic by hacking shunt TL431 is safe in the long run? Most PWM ics are designed around 50% duty cycle and 80% efficiency. Is voltage stable? What is the maximum duty cycle you've reached before the circuit oscillate & shutdown?

At 25v you'll get around 1A,
