Yes, those four screws and watches you saw were to be used to mount the satellite dish on the wall through using drilling machine and expansion pipes.

You can use nails if you are mounting a 60cm satellite dish on the dashboard but if you have a 90cm satellite dish, its better you mount it on the wall so that it will be very firm and strong.
