    In this excerpt, Santos speaks in detail about his historic, and controversial, peace talks with the Revolutionary Armed Forces of Colombia, also known as FARC, and other rebel groups that had been at war with the government for nearly a half century. By 2013 counter-terrorism efforts supported by the United States' Plan Colombia program beginning in 2000 and years of military victories had weakened the rebels and removed key leaders.
