  • The Sheriff’s Office of Pasco County, Florida, harasses people in their own homes using a method they call “predictive policing.” The program has unfolded like a dystopian nightmare for the Pasco County residents it has ensnared, who have been subjected to near-constant police surveillance and harassment. The Sheriff’s Office claims the program’s goal is to predict and prevent crime before it happens by targeting people they suspect may commit crimes in the future, dubbing the approach “intelligence-led policing.” This euphemism may make it seem like there’s thoughtfulness to the approach, but there’s nothing fair or smart about it.

    Using a crude computer algorithm, the Sheriff’s Office creates a list of people they think are likely to commit crimes in the future. It places people on the list based on their criminal record, but also based on things that the person may not have been able to control, such as whether they have been suspected of a crime, whether they witnessed a crime or even whether they were a victim of a crime. The Sheriff’s Office calls the people on the list “prolific offenders.”
    Then, deputies are sent out to monitor, intimidate and harass people on the list. The deputies are instructed to gather as much information as possible about their targets, and routinely show up unannounced at people’s houses to interrogate them about their friends, their families and their comings and goings. Dalanea Taylor, who was placed on the prolific offender list because she had been incarcerated as a teenager, was harassed by Pasco deputies for years after she was released and had turned her life around.
    Code enforcement is a favorite tactic for ensuring compliance during the deputies’ visits. To coerce people into letting the deputies into their home or answering their questions-or sometimes purely to intimidate them-the deputies slap their victims with citations for innocuous offenses like missing house numbers on the mailbox, chickens in the back yard or unmowed grass on the lawn. By design, family members of prolific offenders are ensnared by the program too. Robert Jones had a son on the prolific offender list, and Pasco deputies showed up at his door multiple times a week asking about his son. When the deputies decided that he wasn’t cooperating fully, they wrote him multiple citations for tall grass and other similar property code violations. They even arrested him several times on bogus charges.
    Tammy Heilman and Dolly Deegan, who both had sons on the list, also received multiple citations for thousands of dollars in fines for code enforcement violations.
    Worse, the motivation of the program is more sinister than merely “fighting crime”: The Sheriff’s Office acknowledged that they want these “problem people” gone. Pasco County Sheriff Chris Nocco, the architect of the program, boasted that the goal was to predict which residents are likely to commit crimes and then “take them out.” In the words of a former Pasco County deputy, they were under orders to “[m]ake their lives miserable until they move or sue.”
    Experts on policing have roundly criticized Pasco County’s practices, pointing out that it is based on junk science and could tend to reinforce racially biased policing practices.
    But the Sheriff’s use of predictive policing is not only methodologically shaky; it’s unconstitutional. The government cannot harass you in your home just because it has decided that you or someone you live with might someday do something wrong. That’s why Robert, Dalanea, Tammy, and Dolly have decided to challenge Pasco’s program, alongside the Institute for Justice, in court to affirm the basic principle that there is no such thing as “innocent until predicted guilty.”

      It should be individual cases they should lose their immunity they should go on The Brady list and be charged under the RICO laws like the other mobs and organized crime gets charged under. When they, if they did something wrong pay individually and we the taxpayers need to stop paying the lawsuit pay outs. That's the biggest change that has to come with all of this justice. They do the crime they need to pay for the crime with their own money which is really our money. but when the settlement comes down the line and there's some outrageous 72 million dollars awarded were still picking up the tab the cop is not picking up the tab so we need to make changes there as well. I'm tired of paying for the mistakes when they finally take these guys and get them guilty on a charge and we're still paying for it out of our money and they continue to receive pensions that we paid for

    I moved north to Florida to care for my parents and within 11 months I became a felon.
    Not knowing people in this county, I took construction jobs that was below my usual clientele/job scope.
    My background is design and historical restoration of residential properties. (NE)
    While hired to fix drywall, my client asked me to hand a package to his friend due to him being sick.
    I handed drugs to a DEA Agent who was trying to arrest the client.
    The detective stated I had nothing to do with this person’s illegal activities yet it didn’t matter due to the Sheriff wanting numbers.
    My situation plummeted due to having to use a court appointed attorney who didn’t do her job and lied to me during the case.
    Now, I’m in process of disbarring the court appointed attorney and hopeful expungement of the felony charge.
    (3 attorneys noted my constitutional rights were violated plus overseeing Judge noted improper conduct by CAA)
    All this being said, further harassment is inevitable after 3 unwarranted vehicles detainments.
    I pray sharing this will not come back to haunt me.

    The same department that fired my dad four days before Christmas for refusing to lie on the stand, and the same department that then threatened the life of 8 year old me for months until my mother had to pull me out of school, because my dad sued the department for wrongful termination.

    Extra advice:
    🔹 Property cameras.
    🔹 Fence/barrier to your property. (Be nice and post sign: No Trespassing.) At this point, they should not even approach your door as it would be trespass (unless it was serving a warrant or exigent circumstance).
    🔹 book an appointment with elected officials (and show up). Bring video documentation. Please also have the video notated on paper for times/dates of trespass.
    🔹 NEVER step outside your home/door when intruders are present. You should not answer the door or speak with intruders. Do not open the door. (Unless it is a valid warrant.) If it is a valid warrant, be sure they limit their search to only what is listed on the warrant.
    🔹 Have interior cameras. If they cut power, be sure you have battery backup (~$100 shoebox size power bar style for the cameras/computers/router/wifi, usually lasts 30-90 minutes).
    🔹 If they have physical contact with you, sit down, shut up, lose any ego, be so calm as to try to take a nap. They can hold you for 24 hours. Be silent and compliant the entire time.

      Predictive policing is actually a valuable tool when used properly. Crime statistics can show police where to concentrate their street patrols considering the time of day and days of week of criminal activity. However, predictive policing should NEVER, even under the best of controls, be used to target individual citizens. It should only be used to put LEO resources in the right locations and the right time to either prevent crime or to be "johnny-on-the-spot" when crime occurs. What they're doing here is eerily similar to that Tom Cruise movie several years ago about arresting people for "future" crimes.

      For SO many reasons, not only the topic included in this video. They’re corrupt and most are incompetent. Had proof of several things they mishandled, including deaths, and nothing was done to reprimand their deputies, when their own investigation showed proof of them falsifying reports, lying, mishandling every aspect of investigations, etc... now crime is sky high and rarely any law enforcement presence or action taken. Need a new sheriff- can’t comprehend how Nocco is still here filling the position.

    For that Sheriff, to decide to invent some BS points system to predict crime????? What an absolute genius. This doesn't comply with any protocols whatsoever, and this is less about people's rights, than it is a complete and utter misuse of public monies and public resources, for which he should be prosecuted, and all his staff that did his bidding. That entire department needs to be dismissed and a complete replacement is needed, to get rid of this ridiculous excuse of a police department.
    What the F is going on in the US, where this goes unchecked for years? That they can be so brazen about it? Is there no oversight at all of policing? I'm dumbfounded.

    Cops throw around charges like “resisting” and “disorderly conduct” as if it’s nothing. The fact that false and manufactured charges can ruin someone’s life means nothing to them. Police who engage in these illegal activities should not only be fired but also arrested and prosecuted. Looks like the Sheriff watched Minority Report a few too many times. They might as call this the Violate Your Civil Rights Squad. I’m definitely a law and order guy who believes in the rule of law but harassing people like this, and trampling on the Constitution, is outrageous. Could you imagine this happening to YOUR family, government thugs with guns showing up on your front doorstep several times a week? Obviously the Sheriff was trying to force these people to leave town. Just disgusting.

      @freedlover. I Agree with you 100%. We have to have law and order but this is completely out of line. Those cops should be in jail. This isn't nazi germany. I hope these people get justice because this is just sick. I lived in a community that had a similar situation. The cops would profile any and every young person driving thru the community to harrass them, rip their car apart. It happened to me 5 times within 2 months. The first time they pulled a gun on me, surrounded me with 7 cop cars 2 undercover, then made me sit on on the back of my truck, took pictures of my tattoos and embarrassed the hell out of me right in the middle of my community. They ripped my truck apart, found nothing after claiming their drug sniffing dog was alerted to my vehicle, claiming they could "smell the presence of marijuana " (I don't do drugs and barely ever even drink). After it was all said and done, they said that I "matched the description of an armed robbery suspect" (lie). They then proceeded to ask me "why does a young guy like you own a nice truck and a house over here?" I did massage therapy at the time and worked my ass off. It happened again and again. One time when I was coming thru the mcdonalds drive thru after working a 10 hour shift and was hungry. It's cops like this that give others a bad name and make people not trust the police.

    Cases like this are exactly why I began contributing to the Institute for Justice and have continued to do so for almost 20 years. For many organizations that you contribute to cannot really see the effects. But with the Institute of Justice, you can see that your contribution is working against the government agencies that have stepped over their constitutional bounds.

      It is. I was attacked (in Canada) by a drugged up new neighbour who was half my age, and not disabled, like I am. I was brutally attacked! After I repeatedly tried to escape, I finally had to use my pocket knife when she literally endangered my life. I only did what was necessary to escape. She followed me and kicked in my door, when I was on the phone with 911. Her kicking in my door and attacking me again was recorded on the 911 call. Despite the fact that all the evidence points to me being the victim, the incompetent cop, Constable Clarke, arrested me and not her! This was because he didn't investigate it all before arresting me. And when he finally did investigate, he didn't correct his Mistake by arresting her instead. My charges were finally dropped almost two years later, only after I turn down every offer they put before me.
      Despite the fact that I had no criminal record (at 47 yrs old) and I was a disabled person, not only did they not let me out on my own recognizance, they made me get a surety. If I would not have found a surety, I would have been in jail for the full two years! (A surety is a person who's responsible for you while you're on bail; I had to live with them. They only have to put up money if you don't show up for court.)

    We had this happen to us in Shenandoah County , Virginia..... we sold everything and left the state.... just not worth the fight, government harrassment, and loss of peace.... we're old, we thought that was our place to live in peace and die....no kids, no drugs, just the prominent folk in our county wanted our land. and they ran the police and the courts.... we just left.... two retired professionals chased off our land.
