I have already purchased CAT 8 ports for all access points including walls. I ordered FEEDUS CAT7 and CAT8 cables from amazon but it stopped working within 7 months. Now, instead of wasting internet (if not unlimited) or time (you don't know where to look them for) you can simply access the hdd from EVERY device connected to the network. You can also use it for hosting printers. Or, you can create one for playing games.
I know this is an old video, but these telecom brands use their router os disabling most features, i would recommend to use the telecom router as a modem and use it as a bridge, buy a new router of your choice and do whatever you need. For example i have jio router with usb and dual wan, but it doesn't work. Also i cannot allocate ip address to devices.

Yes you can access it offline without consuming the internet, if ,for some reason, you are not connected to the internet then your device may disconnect from wifi, in that case either connect it again to the router or use ethernet cable to connect your device. Regardless of whether your internet is working or not, this will work...and yes without consuming internet.
