Personally I think it's actually inspired by S4E2 White Park 2 theme, where Twinkle Park 2 (aka S3DB MD Knuckles' Special Stage) was added to the mix. By the way, S4 probably recycles more S3DB/S3K songs than we know as of now.

This is the best SEGA Genesis version of a Sonic 4 song I've ever heard.
The Green Grove act 2 in the beginning and the Emerald Coast at the end are just perfections
