What makes this scene hilarious and ironic is the fact that Negaduck has no superhuman or supernatural powers yet he is the most intimidating villain their. I guess the chainsaw is enough.
Negaduck. No superpowers of his own. Perfectly capable of terrifying four other supervillains with just a chainsaw. THAT is how you do Darkwing Duck's greatest nemesis justice.
Well he does have an unlimited supply of bombs on him at all times, a chainsaw, knives, guns, and basically any other dangerous weapons you could think of.

ProfesserUniverse That is a good idea, but when i mean he is like the joker, i’m talking about his methods and way of thinking. he focuses on chaos and destruction like the joker, when joker kills someone he doesn’t look at who he kills because he doesn’t care who they and negaduck is equally ruthless. negaduck and joker thrive on destroying everything that is good. while the colours are like that of reverse flash, reverse flash really only focuses on killing barry allen. while joker tries to kill batman so he can be left to his own devices of mayhem and death, which is similar to what negaduck does in one episode when he thinks he got rid of darkwing for good he goes on rampage and starts destroying st.canard, another thing that makes him similar to joker is that they both care deeply about their pride and ego. in one episode negaduck accidentally gives darkwing super speed and negaduck can’t bring himself to admit that it was an accident, and with joker he has to be the one to kill batman he can’t let anyone else do it, as seen in the batman the animated series episode mad love. I think though that his colours reflect reverse flash is a pretty interesting idea that i had not thought about.
I love Negaduck's face at 0:05 as he looks at the audience and gives them the "really?" look. Right when he gets in the mood to torture his prisoners, his teammates spoil it all by acting like children.

My favorite part is literally when they ask why does he get all the money he pulls out the chainsaw and then he says because I said and they’re all like OK yeah you can keep it. He honestly has to be one of my favorite Disney TV show villains and I hope he’s as good in the reboot as he was in this one

In one fanfic I read Negaduck threatens to use the chainsaw on Liquidator's family (he has an estranged wife and two sons in the story) to keep him in line, answering the question of how he can be threatened when he's just made out of water.
It makes sense that he would only want money. In his former Universe he was the ultimate overlord. He probably has similar plans for earth. Take over one city, move to the next.
