Im having a similar issue with my galaga Joystick but its having issue going to the right instead. And its not that it won't move to the right its about 45% of the time it doesn't respond unless i move a couple times. Really annoying. Im not experienced in soldering so hopefully its a simpler fix
What is ur voltmeter dial set to? I can't read it. Mine has DCV DCA ACV hFE and ohms and something else that looks like an arrow w a cross at the point

Wish these weren’t flimsy. My joystick and fire button failed after a year.
