She makes Pardis look like a jaywalker compared to her evil.

Pardis III was a lot worse, IMO. While Tatloch isn't exactly a saint, Pardis III looks like a devil by comparison. He poisoned his brother in order to take the throne. He murdered his son-in-law because Mahrez was popular with the people. He planned to kill his daughters when they were young for being too "weak", which prompted his wife to commit suicide in order to convince him to spare them. He started a war purely for conquest, breaking a non-aggression pact in doing so and devastating his own nation in the process. He beheaded his eldest daughter in front of hundreds. The list goes on.
The thing about Pardis III is that there is nothing to make the player feel sympathetic to him. He has no good justification for all the evil he commits, unlike with the other villains in Champions of the Continent. He's a monster in human skin. He was already evil before he got his ring. And honestly, I like that he was pure evil. You don't get too many villains like that these days.
Tatloch, on the other hand, may be utterly vile, but she at least helps the heroes during the Bestower of All arc. That said, yeah, they could've done more to flesh out Tatloch and perhaps make the player understand her lust for power. I.E. they could've let us see her memories (like what they did with certain villains in OT2).
One Memoir, however, does show that Tatloch draws a line at killing children. She actually kills one of her subordinates before he can kill a young boy. Pardis III, on the other hand, had no issue wanting to execute his daughters when they were children.
Honestly, it feels like the writing is highly inconsistent at times. We've got some good ones like Auguste or Oshka, and then some poorly written ones like Sail (Solistia protagonist), along with a lot of plot holes.
