BioWare set up the mystery of the true Sith's whereabouts very well in Knights of the Old Republic, leading up to The Old Republic MMO game. To those who don't remember, in Star Wars Episode 1: The Phantom Menace, when Qui-Gon Jinn told the Jedi Council about his encounter with Darth Maul when they left Tatooine, they were surprised to hear that a Sith exists during that time when they believed the Sith to be extinct for nearly a millennium, that's 1,000 years. When BioWare confirmed that KOTOR will be set 3,000 years before the Galactic Empire's rise, I'm sure some Star Wars fans expected to have battles against the Sith back when they numbered in the hundreds instead of two. But instead, BioWare created a plot twist in KOTOR's plot, revealing that Revan and Malak (and Malak's apprentice Darth Bandon) were the only true Sith during the Jedi Civil War, all other Force users in the game are mostly "Dark Jedi", Jedi knights who have become allies of the dark side of the Force. and in KOTOR 2 the only true Sith in that game Meetra Surik faced were Darth Sion, Darth Nihilus and Darth Traya, and the three of them were not affiliated with the Sith Empire in any way.
The Revan novel reveals that Malak and Revan were directly tied to the Sith Emperor. They were not raised Sith, but their minds wouldn't be able to tell the difference anymore. The Sith triumvarate exists in KOTOR 2, who are the ones that followed Revan, who was also inspired by true Sith. Making the whole circle a little tricky, but none the less, they were indeed Sith. Just not the same Sith the Jedi knew thousands of years ago.

Love SWTOR, it’s my favorite of the Old Republic era games but BioWare made mistakes I cannot stand. BioWare did not, and quite possibly STILL does not understand KOTOR 2. So the Revan novel did not give a happy ending to Revan and takes a dump of Meetra Surik. And the likely still don’t understand the plot to KOTOR 2 which albeit I cannot fault them for that, Obsidian was doing some deep story telling but you can just play the game once and understand Kreia is not trying to destroy the Jedi because they cast her out but also wants to destroy the Sith since they betrayed her. Literally one dark side playthrough will have Kreia on Dantooine tel you “I did not want the Jedi dead, defeated perhaps but not dead. I only wanted to show them that their beliefs were wrong.” She moved the prices so well that there is no outcome that is not something she wants. Cut off the galaxy from the force, but even if she fails she already orchestrated you and the Republic destroying the Sith Triumvirate, helping the Republic and the galaxy stay together and help recover, expose Atris for her corruption, and find the lost Jedi rebuilding the Jedi order into what it should be. She failed to kill the galaxies connection to the force but she helped all of you heal. And also I cannot stand how they made Revan being mind controlled. Because it nullifies his attempt to preserve the Republic.
