How is the Swing Trader portfolio traded by IBD? In a live account, or paper trading? Or is it managed virtually in an excel spreadsheet?

I have seen soxx outperform igv since February, but historically they trade in tandem or igv will lead. Would you consider buying igv and selling soxx?
