- • First Amendment Audit.... 2 for 1 today. The first part of the video is me dropping off the notarized complaint to the State Police..which they had me waiting almost an hour just to tell me Bridget wasn't available..And part two is me going to the Cook County Health department (847-934-7969)trying to get a FOIA and they had no idea what I was talking about and called 911 fast.
Look into doing what rogue nation did possibly.. When he was having issues with the health depts in Florida always violating his rights, calling police and getting him kicked out/tresspassed, he called the inspector general of the state (whoever it is in charge of all health depts of the state) and put them on notice about the illegal actions of the health depts and it employees in concert with police.. He informed them that forgetting the rights violations already, going forward any further violations would result in litigation. After that call there was a state wide email sent to all depts instructing them of peoples 1A rights and the misconduct reduced dramatically. Anyway, just another possible means of getting these health depts and its employees in compliance with our constitutional rights and the law

Everyone needs to be aware of how much these people make off of our tax dollars! A local small town dhs office manager( Carlinville Illinois) makes $9200 bi weekly, and has since 1997!!! Thats over $200k a year!!! When I was there I was treated like a dog, and so were other citizens. It was shameful
How do these people get hired or promoted to these positions when they know so little about the job?

Good deal submitting a notarized complaint form. Always make sure you get your original copy back from the place you submit them. The cop asking to see a picture on your phone. I think he wanted to see if he could get your identification. He was not happy you did give him your information. He asked if you wanted an incident number. Good answer saying no. He would have to have had your information. Tricky cop. The other cop asked "are you against the health department," always say no. They're trying elicit a statement from you to frame a motive on you in the future. The one cop was not happy you stuck around. Great job sticking around until the cops left and saying bye to Danny. You sent a strong message. Great audit video!

MY 2 CENTS: If they don’t have a form, you can use a blank sheet of paper. There’s no standard form. Listen to how they’re questioning you. If they’re not the designated FOIL person then you don’t need to discuss your business with them. If they’re not the ones handling documents for the health department then they can bounce. The health department was supposed to take your request and either fulfill it or forward it to the appropriate department to fulfill it and not have you running around and going place to place looking for someone to take your request. They don’t get to treat you like that. What kind of service is that? That’s BS.
They don’t know sht and they’re questioning you to find out how much you know. For instance he asked you if you’ve ever filled out FOIL forms there before. He’s not being curious or thinking of a way to help you because the next thing he says is something like, I know how this office specifically handles FOIL requests. Lying ass.
They don’t get tell you to be careful of what you record. They needed to be telling the staff to be careful about having private information viewable from public. Check them! Because like you said, if I can see it then I can record it. They were hoping that you didn’t know that. And then they tried the HIPPA bullsht.
And lastly look at how they tried to rush you out of there. Don’t worry about how long I’m going to be, don’t worry about when I’m leaving, and don’t worry about what I’m recording or taking pictures of. All of that is none of their business. It’s a public building and you can stay there and record all day if you want to as long as you adhere to time, place, and manner.
And definitely check them when they try and tell you what you can and cannot record. Stop telling them your feelings and thoughts. They will only try and find a way to use them against you. For instance how you really dislike Lake. Don’t tell them your next move. They will lie, scheme, and conspire in order to stop you from exercising your rights.

Cops just don't want to help. They are familiar with the forms and could easily tell the manager what to look for. Go online, put your camera down, come my way...directives when they could easily get the forms for you and everyone can go about their lawful business. How damn frustrating it must be.

When will they learn that Hippa covers patient information, and not the patient’s face? To protect one man’s information does not require denying another man his constitutional rights.

I work in healthcare administration and do HIPAA training every year. A patient's face is considered a unique identifier for a patient, equivalent to their name+DOB. If you have the patient's face plus any medical information (which even includes clerical information like patient ID, invoice numbers), that combination of information is protected under HIPAA. A patient's face or their name+DOB alone is not protected. So if you have a patient physically present who is handling documents associated with their account, or if they are discussing the reason for their visit with the staff, technically that is protected under HIPAA and the medical facility is required to keep that information from the public's eyes and ears. If the patient volunteers any information while at the front desk in public, that is not protected - it only applies to information that is divulged by the staff. So for example if the patient arrives to the public lobby and says my name is John Doe and I have an appointment to see Dr. Smith for my foot, that is not protected; but if the patient says my name is John Doe and I have an appointment, and then the staff says "you're here to see Dr. Smith for your foot right?", that is not allowed.
Since "ignorance of the law is not an excuse", *I am legally-obligated to know the law better than you,* Officer!!!

If they don't have the forms, you can write it on a blank piece of paper give it to them and get a signed and time stamped copy and then they can send it to the person who handles the FOIA request.
I know why these servants don’t want to give up their names. I would be embarrassed to say I work in such a shitty place too. It just shows another example of servants thinking they are in charge of us.

It makes you wonder who trains this people and how can they work at a government facility and not know the laws. They all know the policies and the rules of the workplace. And we are talking about a lot of the higher ups at the facilities. It's mind blowing at the very least.

So because the manager is uninformed of his duties too bad.

It is law that they have them available. This site is non-compliant and in addition requires extensive staff training. Proper treatment of the public, Constitutional rights, what HIPAA does and does NOT say, and even proper handling of masks: two boxes sitting on a chair in large part negates the value and purpose of a face mask.
