I'm gonna play a slight devil's advocate here. Yes, qualifications should definitely be a major factor... but personality and how well someone would mesh with the current work environment (like, will they be an ass to others, can they work well with others, etc.) can and should be a factor as well. If you got two individuals with similar qualifications and skill levels, the one who's easier to work with and is more charismatic/friendly is the one that will likely get the job.
I'm more into experience than qualifications since I work as a wireman u cannot just learn from books suddenly u are qualified even u do have your license

Almost 30 years ago I was told that I needed to find a new job - mine had been reserved for females and minorities. I was a white male working for the federal government. Management actually said that "qualifications" were no longer considered important. This referred to safety positions dealing with life and death. Many of my friends were told the same. And our children were also discriminated against due to their color and or sex.

It's this simple about body count. When you do something once, it is typically easier to do it again. So, if you sleep with 20 people it is that much easier to keep doing it.
