Friend the good, the bad, and the ugly....i dont think you necessarily have to get powdery mildew on the peonies. I think its too tight back there...they probably get it because there isn't enough room and not enough air flow. I think they would be better off if they were planted 1 foot forward further from the house. 🤷‍♂️
