33,000 CASH Seized after Arkansas State Police K-9 Trooper KHAR's "Alert"|

  • On 1/24/24, at approximately 22:34 hours, I was patrolling the area of Interstate 40 West at the 171 mile marker.
    While in the area, a white Honda Accord passed me and changed lanes from the left to the right lane. After the vehicle changed
    lanes, it crossed over the fog line on the right shoulder. I caught up to the vehicle to initiate a traffic stop for the violation and it
    crossed over the fog line again just before I initiated my blue lights.I made contact with the driver, later identified as Samantha Sauro
    and advised her who I was and the reason for the traffic stop.
    I asked Sauro for her driver's license and she advised me she didn't have it on her. I asked her if she could write her name and
    birthday down for me and she did. While speaking with Sauro I observed her bottom lip quivering. When I handed her my
    notebook to write information down I observed her hands to be shaking. Sauro was also very apologetic throughout the
    duration of our conversation.
    Considering the observed nervous behavior, lack of information, and inconsistencies in Sauro's story, I suspected that Sauro
    may be engaging in criminal activity. I asked Sauro if there was anything illegal in the vehicle and I immediately observed
    Sauro to begin breathing heavily and I could see her chest rapidly rising and falling. Sauro went on to say there was not
    anything illegal in the vehicle. I asked Sauro for consent to search the vehicle and she denied. Prior to me asking for consent,
    Sauro was making steady eye contact while speaking to me and had her body orientated towards me. Once I asked for consent
    to search the vehicle, Sauro turned her body towards her vehicle and began looking at it with a frightened expression.
    I requested a K9 at my location and Sr. Cpl. Trent Behnke advised he was en route to assist. While waiting for Sr. Cpl. Behnke,
    TFC Price arrived on scene to assist as well. TFC Price began speaking with Sauro and during their conversation, he asked her
    if everything in the vehicle was hers.
    Sauro's body was oriented towards TFC Price while she was speaking with him. Once
    again, Sauro turned back towards her vehicle and with a frightened expression and stated, "um, I think so yeah". TFC Price
    then asked Sauro if there was anything illegal in the vehicle and she replied, "Not to my knowledge." Just before Sr. Cpl.
    Behnke arrived on scene, Sauro stated she would let me search the vehicle. I advised her since the K9 was about to be on
    scene we would wait and allow him to run the dog. Sauro then admitted she had methamphetamine paraphernalia inside the vehicle.
    Once Sr. Cpl. Behnke arrived on scene he ran his K9, Khar, on the vehicle. The K9 alerted to the odor of narcotics in the area
    of the open passenger window. I conducted a search of the vehicle and located a large piece of aluminum foil with a large
    amount of suspected methamphetamine residue in the driver's floorboard. I continued to search the vehicle and located a floral
    pattern zip-up bag behind the driver's seat. Inside the bag, I located a large amount of US currency. The currency was hidden
    under makeup products, along with more aluminum foil containing suspected methamphetamine residue. The currency was
    divided into seven different rubber-banded bundles. The rubber bands were small black rubber bands. The bundles were
    comprised of varying amounts of denominations ranging between $100 bills and $1 bills. Through my training and experience, I
    know currency packaged in this manner, in those denominations, with the presence of narcotics is often times indicative of
    narcotics distribution.
    Sauro was booked on the charges of Possession of Drug Paraphernalia (meth or cocaine) and improper lane change.
    I transported the evidence and currency to State Police Headquarters to be stored in evidence. While processing evidence, it
    was discovered the large piece of foil located in the driver’s floorboard contained a useable amount of methamphetamine. I will
    be seeking the charges of possession of a controlled substance schedule 1-2 (meth or cocaine) against Sauro. The narcotics
    seized were submitted to Troop A Evidence to be sent to the Arkansas State Crime lab.
    Sauro's cell phone and currency were also submitted into Troop A Evidence.
    Sr. Cpl. Chet White and I took the currency to Centennial Bank to be counted and deposited. The currency totaled $33,053.00.

    Greetings from the UK, been a long time subscriber and thank you for the videos, much appreciated.
    This didn't seem like the drugs busts we normally see. I've watched the ones where a large amount of illegal substances are being transported by mules but this lady appeared to have lots of money and just traces or small amounts of the drugs. Would she be an actual dealer on her way back to somewhere after having sold a consignment I wonder?

    I know others don’t agree with this… money is legal. Therefore if you’re driving a car with a billion dollars inside, it shouldn’t be a reason for arrest or seizure unless it can be PROVED to be illegally used. Last weekend I attended a gun auction with about $20k in my pocket. I guess I’m lucky I didn’t get pulled.

      It's not just the cash itself., it's about how it's bundled, the denominations , the presence of paraphernalia & so on. Did you not hear the Officer explain all of that ?? EVERYTHING about her from the car, her ridiculous lies, the money, the paraphernalia, the foil with residue, no DL or ID, the car being a rental in a "friends" name, yet she knows nothing about the so called "friend" who paid for her rental to drive allllll that way to visit for just a couple days & on & on & on. EVERYTHING about her was a huge red flag. These Troopers ate specially trained to spot ALL of those red flags, right down to her body language. Anyone who knows anything about Ark & that stretch of highway, watches these types of videos ESPECIALLY out of Ark know what the video is going to be about without even looking at the Title or vid description. It's either going to be about these morons running drugs or it's goung to be about the morons who attempt to flee from Ark Law Enforcement. Pull these kinda stunts in Ark & you can guarantee yourself a 90-98% chance of getting caught. They are famous for their Tenacity & putting 120% into their jobs as Law Enforcement. These are some of the BEST, most well trained, highly professional & very smart Officers/Troopers in the US. They DO NOT give up till they get their suspects no matter what it takes. Every State/City in the US could use some ARK Training. Their Uniforms should bear the FAFO logo on them somewhere because that is definitely 💯 how it goes with them. I don't live anywhere near Ark & know better. All the people who live there or in any surrounding State should also know better. There is NO amount of money ANYONE could offer me or any level headed person to FAFO in Ark. !!

    Driving a rental is not evidence of drug trafficking. Having a fishy story is not evidence of drug trafficking. Even having a small amount of illegal drugs is not evidence of drug trafficking. I am all for taking meth and dealers off the streets. I do not see how they can justify taking cash from a person because they have inferred drug trafficking. The cash itself is not illegal, in any amount.

      In my experience, most Troopers are not overweight. Every now and again I will see one, but that's it. It's the city boys and sheriff that tend to be on the heavy side.

    "Crossed over the fog line on the right shoulder." Meanwhile, the semi is driving on the fog line for about 1/4 of a mile. Of course, an out-of-state rental car is a much more likely candidate for a drug bust. 🙂 I'm not a fan of pulling people over for silly things like touching the fog line, but it's not illegal and it does catch a number of traffickers.

      You are meaning the Rodriguez v. United States, USSC (2015) where US Supreme Court ruled (and Senior Judge Ruth Ginsberg explained) that it is unlawful to detain person(s) for any extended time to call and wait for a canine to search vehicle, unrelated to the initial traffic stop (in this case her car crossed the shoulder line a couple of times)? If that is what you meant by bogus or illegal search then you probably had forgotten that there are two clauses tied to that Supreme Court Ruling. You remember the first claus/option:
      Option 1: NOT EXTENDING STOP….K9 and K9 deputy can do free air sniff of vehicle as long as purpose of stop not abandoned and stop not extended
      but you probably forgot clause/Option 2: if deputy/trooper develops R.A.S. (Reasonable Articulable Suspicion) then… detention and investigation take as long
      as needed till R.A.S. dissipates.
      So, what is RAS exactly and how is it defined: (I'm copying and pasting for your reading pleasure) --> Key Factors and Indicators That Contribute to the Establishment of RAS
      Reasonable Articulable Suspicion (RAS) relies on a set of key factors and indicators that law enforcement officers must consider when determining whether they have sufficient grounds to initiate an investigatory stop or conduct a search. These factors serve as a framework for evaluating the legitimacy of the suspicion and ensuring that it meets the required legal standard.
      1. Observations of Suspected Criminal Activity: Officers may rely on their training and experience to recognize behaviors, actions, or circumstances that are consistent with criminal activity. These observations can include furtive movements, nervous behavior, or suspicious interactions.
      2. Information from Informants or Witnesses: Information provided by reliable informants or witnesses can play a crucial role in establishing RAS. Officers may receive tips or reports about criminal activity, which, when corroborated, can contribute to a reasonable suspicion.
      3. Matching Descriptions: When individuals match the description of a suspect involved in a crime, it can be a legitimate basis for RAS. This includes physical characteristics, clothing, or other identifying features.
      4. Location and Timing: The location and timing of an encounter can also be significant factors. High-crime areas or unusual hours may raise suspicions. For instance, a vehicle circling a neighborhood late at night in an area known for recent burglaries may warrant an investigatory stop.
      5. Unusual Behavior: Behavior that is inconsistent with the ordinary activities of law-abiding citizens can raise suspicions. For example, a person loitering near a closed business, trying to conceal an object, or looking into parked vehicles may trigger RAS.

    A Very small amount of drugs should not allow police to take someone’s cash imo. The laws on this are confusing to me.
