NICKELODEON RESIGNATION INCIDENT - REDUX

Found an old recording in a box of tapes, it seems that in the middle of the night during the SpongeBob SpongeBash marathon that Nick experienced a hijacking from one of its workers. It's weird because outside of this recording it doesn't look like Nick nor any news outlets had ever brought it up again outside of the tampered broadcast.

right at the top of the video, there seems to be some random white lines. i'm thinking those lines are actually the line 21 of the vertical blanking interval. this line is actually used for subtitles in analog television. what would the result be after decoding the line stream and making it a modern-friendly and easily readable subtitle file?
