Eugene was not King of Italy, Napoleon was. There was even a huge controversy when Napoleon used the Iron Crown of Lombardy during his coronation in Milan. Napoleon held the two crowns in personal union not unlike the Stuart kings holding the crowns of Scotland and England while the countries remained separate. Eugene did however act as Viceroy in Italy on Napoleon's behalf.
