So when being told they'd be part of a construction company, they probably assumed it would be as representatives or overseers. Nope, instead they're Majima's work force, despite being the unqualified one could be.
I mean, it’s a little sillier when Majima does it but this is a pretty standard mafia construction scam. Pay your own guys to sit on their asses while the city pays for something that will never be finished.

I don’t recall any other patriarchs in the games going out of their way to hang with their subordinates. That’s simply because the writers gave up themselves since Yakuza 2 to give him a reasonable arc. They just make him do the most absurd things they can think of and recycle him over and over again to adapt him to the story. It’s a shame Majima isn’t consistent at all throughout the games. If you start from 0 he becomes a parody of himself and lost track of his original goal to do stupid shit, if you start from Y1 (or Kiwami Which is the same) he’s a lunatic that somehow has some reasonable moments later on and gets a development much later. (It’s almost as if he’s possessed alternatively by a fun seeking jerk and a reasonable Yakuza comrade or he’s bipolar)

(It’s actually possible just within a single game) Unfortunately that means he’s an overall weak and poorly written character wasted over and over again because the writers couldn’t handle him. I would say it would’ve been way better to introduce a new character (you could easily modify a bit Yakuza 0 Majima design and you get a whole new character) who resembled him and give him the serious motivation they gave Majima later on so they could’ve had both a mad unserious fun seeker jerk and a serious comrade searching for Saejima and not an inconsistent bipolar character which is the one or the other depending on what the writer felt like game after game.
