If hoi4 is on historical only. Nations dont build many or any new divisions unless at war/invaded and majors typically only build up to historical standards (if at all) or at war. If it's not on historical, nations will zerg divisions to their hearts content.

You know what'd be funny and totally great content? Neutral equipment supplier for countries- (Not that anyone did that in real life... for both sides… *cough* Swiss *cough* … swedes… uh- other countries...)
Just get paid in a couple of civs to boost your economy, then once its build up they take back their civs for their own stuff and you can mass-supply them with equipment with the enemy faction *potentially* not even knowing it's you who's supplying them.
