I do wonder if this chapter is unfinished, the final cutscene makes it seem like there would be a little more gameplay.
The Trailers for Black Monday have some dialogue not used in the game so I wonder if perhaps there were gameplay sections cut from Black Monday due to time.

To fool the ones in the entrance, that's how they managed to get inside the building.

It seems that the uniforms are wrong, they're the wrong colour and I think there's a few more errors if you look closely, such as there only being a single breast pocket on the uniform of the guards and it it's a different style compared to Errol and Eddie's uniforms.
That said, it does seem unfinished that they never actually acknowledge the uniforms were ultimately wrong and just worked on the entrance guards who probably weren't paying too much attention.
