About the assault charge, Hiro was defending himself from a sore loser.
To be completely fair, it's not clear how long Hiro spent in jail. But judging by bot fight bets being illegal and that he DID assault Yama, we COULD assume he spend the 10 months he deserved there

Well, Red from Angry Birds technically got removed for lightest court sentence because Stitch got a house arrest, however it's a "life" sentence of house arrest.

As such, all of the destruction caused by Stitch's actions in self-defense (seeing as how the former agents no longer have any jurisdiction) is the result of the UGF's negligence.
As for Nicholas Wilde, him getting charged with tresspassing is weird, since a cop told him and asked him to go with him. That means he is under order. Even if that order were unlawful, then still, it was an order from law and therefore not punishable.

Stitch's feral nature caused him to lash out. As for the damages, at this point Cobra Bubbles should be fitting the bill seeing as his involvement with aliens during his time in the C.I.A. should be raising some red flags.

I must Object, your honor! Stitch is feral in the first movie up to the climax. He straddles the line between "living creature" and "machine" as he is operating solely by programmed instinct, yet *capable* of learning, despite what Jumba claims. He shows no loyalty except to self-preservation until the only family he's known, Lilo's Ohana, is in danger. You can judge him based on his own merits only in the sequels and series. In the first movie, he is merely seen as Jumba's and Lilo's property by the jurisdictions of the authorities involved. (A dangerous weapon that needs to be disposed of, and an animal in serious need of obedience school respectively.) In fact, Stitch's actions on Earth after being adopted are the sole responsibility of Lilo; as any owner should take the responsibility of any pet's actions. It is only when his cover as a dog is blown by the Grand Council Woman can you claim he is capable of taking responsibility for his own actions. And it is at this point he is all but pardoned. *That* happens in the series finale movie "Leroy and Stitch".

6:31 Earlier Pleakley told Jumbe to quote "Read him his rights." unquote. This implies that Stitch has the right to remain silent, etc. etc. Gantu failed to inform him of his Meranda Rights, thus it was a "bad bust", and Stitch was unlawfully detained.
Also, Gantu didn't immediately release Lilo and, instead offered her as quote "a little snack" unquote. This calls into question Gantu's right-mindedness in being an officer of the law.

I am genuinely curious about what the law says about Judy's relationship with Zootopia's mob boss Mr. Big.
I mean, as Mob bosses go, he seems to be a saint in comparison, but by the nature of his 'occupation' he is still the head of an organized crime gang, and the way that he is willing to use the ice box suggests that he has done it before, or at the lest is very much willing to harm or kill those who antagonize him.
Judy got on his good side when she saved his wife, so now she has this interesting 'Friend of the Family' statis with this world's Mafia. But I got to ask, Isn't it police corruption to knowing collaborate with criminals (even when they are unofficially {Unofficially being the key word here} helping said cop on a case), even if there is no money exchange and all is done under the good will of a friendship?
