    I really hope the government also opens their eyes on companies marketing birthright citizenship in Canada. Apparently, some companies in China literally market the fact that Canadians receive subsidized education and healthcare to pregnant women. These women go deliver in Canada, return to China and 18 years later send their kids to receive subsidized university education, on the expense of Canadian tax payers (which their parents never were)!

    This is another example of white collar crime getting a slap on the wrist. Dude makes $10 million dollars illegally and is only fined $900,000 (9 percent of his proceeds of crime) then is sentenced to 7 years in jail and serves only 2. Somebody passes a bogus $300 bank cheque and gets more time than that. It's nice to see that something was actually done but this guy should have been deported with all his assets seized. If he did this in China he would be spending the rest of his life in a prison labour camp.

    Money works in Canada. My friend and her husband got citizenship without living in the Canada at all. They both work in Dubai. Meanwhile, I started with a working visa, applied for a permanent residency, which took me 5 years and another 5years to become a citizen of USA.

    After serving his jail sentence, Canada should should revoke his citizenship or residence status, deport him and ban him from entry to Canada forever.

      Why do you want it anyway? The official route if you choose the Express Entry via either the point system (education, skills, experience, jobs, age, etc) or via the Provincial Nominee program only takes 6 months from the date you submit a complete application package to the Federal government. Those Chinese didn't take away your quota because they used a separate stream for investors. If you, for example, have at least 5 million dollars cash to invest and employ 100 Canadians for at least 5 years, you can apply to the separate investor stream as well, it's a separate and private review process.

    Here I am, working hard to get requirements for immigration, reading pages and pages of info while feeling the pressure of my work permit expiring and these ghost clients don't even want to live here. Pffft. This is why the process is constantly changing because of scammers. Making it harder for us who want to do it legit.

    Remember living in Sweden from 1994 to 2001. Met a lot of Bosnian refugees who had the good fortune to make it to Sweden and was talking to them one night about the process of being chosen. They told me not to believe everything you hear about humanitarian ideals involved in the process. They and many others arrived in Sweden after paying around 50 thousand US dollars per family under the table to UN personnel to facilitate their refugee claims. Hopefully, this comment is not disabled by CBC apparatchiks.

    My two applications for PR have been rejected. As it turned out later during federal court hearing, it was by a mistake at the IRCC's side. I had to study and work in Canada for 12 years before becoming a Canadian. It is so frustrating to know some people just get their status illegally. Or even legally - some get their PR as a gift from the government even before coming to Canada.

      He would have given up his Chinese citizenship, and international law doesn't allow the authorities to make someone stateless.
      He also wasn't charged with anything that would result in revocation of his own citizenship. Only a very specific set of crimes would lead to that.

    You can literally buy a passport/ citizenship from any countries even the country that don't sell passport/ citizenship. You can donate money, buy the passport, invest heavily in their country or doing a big project in their country, that's some of the ways to get citizenship/ passport without getting troubles. A passport/ citizenship to another is not a big deal when you have hundreds of million dollars cause you can live anywhere you want.

    What this tells me is that Canadian immigration doesn't have a database that tracks entries and exists into Canada. That's pretty shocking.

      Leggo My Ego they actually don't stamp entry exits. As a matter of fact, the onus is on you to prove that you resided in Canada in the amount of time required for you to be granted citizenship. I have never had a stamp in my passport

    They came to Canada to invest in the housing market. Many owners of houses and condos in Toronto/Richmond Hill and other areas live in China and pay managers to rent their property and take care of the money for them. China requested Canada to hand over Chinese citizens who took illegal sums of Chinese funds out of China but Canada refused due to the harsh Chinese sentences for that crime. Wealthy Chinese are laundering Billions of funds in the Canadian housing market and other investments. Although there are many other reasons for the Canadian housing bubble the fact remains that many young people and families residing in Canada can’t afford the inflated housing prices. Many Chinese come to Canada for their holidays, and one reason I know when they arrive is because my doctor is Chinese and every spring the office is packed with Chinese people who come to get their annual free check up, they all have Canadian citizenship and health cards too.

Therefore (as is in plenty of countries) he technically can be stripped away of his Canadian citizenship and be deported. There's no excuse in this case to allow him to keep his citizenship.     The dude and all his clients are scammers. The real victims are the nation and its honorable immigrants and citizens.
    I applaud how the immigration department handled this case even though I still want to see him behind bars for a few more years and the penalty fines should’ve been higher. Keep in mind, he scammed over 10mil CAD in the course of ten years operation.

    My sister in law took a translator with her, she failed the Canadian Citizenship Exam and had the nerve to blame him for not giving her the answer in our language doing the translation, during the test. What can you do ? Lack of awareness. Common sense really isn't amongst us.🤦‍♀️🤔

    As a Chinese, I can say that almost every big Chinese immigration consulting company does this kind of stuff. I went to a agency to ask something about jobs for immigration and they asked 8k for a entry level job, 50k for LMIA and 80k for employer nomination. I did not pay any and found job on indeed myself. I am in Ontario btw.

    I am naturalized Canadian. Have had never troubles with law . Have been paying tax since I immigrated to this beautiful country. Why this culprit is not being deported? He doesn't deserve to be a Canadian. When he got the citizenship he swore to obey the laws of this great country. Such behavior should not be tolerated. Tax payers are being punished for lack of legal system against such criminals. I am sure all these people he helped were aware that they were lying.

      I don't think it works that way. Once you're a citizen, you're a citizen. Unless you commit crime against the state or the crown.
      If a Canada-born citizen commits fraud or even murder, the person just gets beaten and raped in prison during the sentence period. While an immigrated citizen gets stripped of their citizenship and banish to float the pacific ocean for life? 😂
      Don't forget. Unless you're a native, we're all immigrants to this land. Some of us just arrive sooner than others. This kind of double standard on the new comers just doesn't make sense or serve any justice.

    It pains me to see so many people--not just in Chinese Canadian community, but throughout all ethnicities and demographics--take Canadian citizenship for granted. Being a Canadian citizen, having the right to exercise responsibilities that come with this citizenship, are a privilege. I look forward to the system becoming better at recognizing applicants who understand and want to contribute rather than to leech off and take advantage.

    As a Canadian living in Asia. Our biggest crisis is that we are universally identified as being weak. There is little deterrent for criminals to try something brazen. We need strong and fast law enforcement and unflinching penalties. A 7 year sentence with 2 years until release is a worldwide joke, and partial cause this activity occurs openly in Canada.

      The issue for canada is not its less strict immigration law, it is more so on how easily accessible the monetary benefits of being a canadian. If you are able to receive cash for working low pay job, and are recently an immigrant. There should be a new stipulation that states more documents that state you work there and a phone number to call that states you work there as well. Rather than increase law power,how about increase investigation power instead. It would be much simpler to solve, and also increase job growth doing this action. Its similar for america, we have the opposite issue, our law is much higher , and as result we fail to have the significant number of people working for investigative process to work.

    I went on a date with a recent immigrant from China. She had a fake job in Montreal which her parents back in China pay for. All she does is study French at “work” and collects a “pay Cheque” so she can pass the job / language checks and get her citizenship via Quebec, before she heads to Vancouver. Canadian/provincial immigration is completely broken and needs to be fixed.

      It doesn't work like that, if he has been granted a citizenship and he dropped his other citizenship. New country can not revoke his citizenship as otherwise he will not be any country's citizen thus cansdian authorities can not kick him out of the country. and in most cases they may not be able to charge him with anything and grant him another citizenship by law

    It happens here in Ontario as well from what I've heard. I understand they stay at a common location under tourist visas and are picked up daily and taken to work and then taken back to the house.

    What we need is airport screening when a person arrives in Canada, and screening when a person leaves Canada. Such a system would give immigration authorities information about how long a person stays in Canada in any one year. At the moment, there is screening only on arrival.

    So I met a Chinese man tonight - he said that he was happy in China, but wanted to leave. He was disappointed when he came to Canada because he thought Canada was a "perfect country". But he find out that some of them have been discriminatory against him. But he doesn't want to go back to China. I told him never to give up because he can live in China and Canada now that he is a Canadian citizen. See, that's so easy. But it was never always this way. He is now having anxiety attack and hair loss. The common symptoms of settlement stress, which usually happens around the Year five. This phenomenon is known as the immigrant effect. No friends, integration and inclusion is frustratingly slow and often times Difficult to achieve as an immigrant. But again, it is what it is.

      @Matthew Li how are you going to avoid being defrauded if you can't read english when signing a car loan? how are you going to explain your symptoms to a doctor at a hospital? how are you going to understand the platforms politicians run on? you expect to have a translator provided everywhere you go ? my parents are immigrants from the middle east, they emigrated to sweden, learned swedish, then emigrated to canada and learned english. it takes like 4 months of practice to get to a conversationally valuable level of english proficiency, is that too much to ask of an immigrant who's been here for 5 years with the goal of becoming a citizen and having access to our socialized services? you have no logic in your arguments

    very weak sentence. All sentences must be 3 times gross money made and 30 years minimum in jail and then on release stripped of citizenship and sent back to China and never allowed back into Canada.

    I am a Canadian immigrant PR now but I actually lived and studied in Quebec for five years now and has built a connection to the local community. I even learnt French there.... The people who provide fake profile srsly make me mad and feeling unfair.

      Deportation of a Citizen.. where would one draw a line?
      The Canadian Citizens are protected! The Canadian Landed Immigrants are not protected until they become Citizens!
      The American Law of deporting for even the minor crimes, such as Marijuana, drunk driving (no one got hurt), etc etc of young people back to the countries they have never been to, don't know the language or culture, etc! These cases often ended up badly, suicides and deaths! There have been some Documentaries made on the subject! It is inhumane!

      Probably isnt one of the few exceptions for Chinese dual citizenship. So he would have renounced his Chinese for his Canadian citizenship. They can remove his citizenship, but then he becomes stateless, which is a horrible situation to put anybody in.
