"Don't call 9-1-1 unless you see a shooter or someone who is injured." I'm not sure I agree with that one. The people in harm's way are busy fleeing for their lives, getting shot or hiding. The shooting will probably be followed by screams, so it's not gonna be that difficult to distinguish a gunshot from a harmless noise. Call 9-1-1.
