      Maybe, but things would have been different if Nawaz Sharif wouldn't remove Musharaff as the army chief. I think Nawaz Sharif is at fault. Nawaz Sharif and the politicians are to be blamed for the lack of moral values

    Why Pakistan initiated the Kargil Operation in 1999?
    Kargil is situated in Northern-Kashmir & it is a connection point between Ladakh & Gilgit-Baltistan. After war of 1971, India & Pakistan signed Simla agreement. That agreement changed the status of Indo-Pak Kashmir border from CFL to LOC. Both countries agreed that they will not violate the LOC & will not occupy each other’s territory. But in 1972, India violated LOC & captured 4 villages of G.B from Pakistan including the town of Turtok.
    Turtok was a strategic town because it had a direct route to Siachen Glacier. This glacier was located inside Pakistani territory. Indians violated LOC for the 2nd time & they occupied three parts of Siachen in 1984. In 1986, Pakistan regained its 2 captured peaks from India. This boosted the morale of our army & later in 1987, Pak army launched “Operation Qayadat.” Operation Qayadat was failed due to harsh weather & strong Indian defences at Siachen.
    At that time, Musharraf was the Brigade Commander of SSG in Siachen. He proposed the plan of Kargil Operation to Gen. Zia, but Gen. Zia rejected this plan due to threat of war with India. Although in 1989, after defending Chummik sector of Siachen from India, Pak army infiltrated inside the Indian territory from Kargil sector & captured 30-40 peaks. These movements took place between late 1980’s & early 1990’s.
    During the summer of 1998, Indians excessively shelled Neelam valley route in AJK and destroyed so many Pakistani civil & military vehicles. This badly disturbed Pak army’s movement in Neelam valley. Pakistan retaliated & shelled NH-1D (Indian supply line to Siachen). Both countries then signed a ceasefire agreement. But in October 1998, Indians planned another military operation (codename) “Operation Hot Persuit.”
    The aim of that operation was to intrude into the Shaqma & Qamar sectors and capture those strategic mountain positions of Pakistan’s Gilgit-Baltistan territory from where Pak army targeted & shelled NH-1D. The execution date of this operation was in February 1999, after Lahore declaration. But due to efficient intelligence, Pak army responded quickly before the Indian intrusion.
    In January 1999, Gen. Musharraf after briefing P.M Nawaz Shareef about the whole situation, planned & launched a 2 phased operation in Kargil. The first phase was “Operation Koh-e-Paima” in which the objective was to control & secure the vacated Pakistani positions from possible Indian occupation. The second phase was “Operation Al-Badar.” The aim in this phase was to occupy those positions of India which were vacated by it’s army during the winter of 1998.
    Area occupied by Pakistan was 120 km wide & 80 km deep inside the Indian territory. Pak army shelled Srinagar-Leh highway from March to May ’99 & also destroyed an ammunition depot of India (worth of 10 billion dollars). At first, the Indians thought that this attack was carried out by Kashmiri Mujahideens because Indian army had an encounter with them at Dras sector in April. But some local shepherds of that area informed Indian army about Pakistani intrusion.
    The Indians later counter attacked & after facing failed attempts, they declared it a war & used their airforce. Pak army shot down 2 Indian fighter jets & 1 gunship helicopter. According to foreign correspondents, in June ‘99 Indians gained some progress in Dras & Batalik sectors and only about 10% of the occupied heights were cleared by the Indian forces including Tololing peak. They were unable to retake their remaining 90% territory especially the watershed areas from Pakistan.
    In end June Indian F.M Jaswant Singh, wrote a letter to the US government & asked for their help. On 4th July 1999, US President Bill Clinton called Pakistani P.M Nawaz Shareef to his house & ordered him to withdraw Pakistani troops from Indian territory. This war was officially ended on 26th July 1999.
    The people in Pakistan had so far been exposed to a one sided view of the Kargil conflict which had made any rational judgment difficult. I’ve tried to provide answers based on the available historical data. Due to international pressure, we couldn’t able to retain Indian positions for a long time. But we successfully defended our area from Indian offensive due to our preemptive measures. Kargil’s highest Peaks which are still under Pakistani control:
