      Those billets(positions) are supposed to be filled by the correct rank unless you don't have anyone adequate to fill the slot. You are rated in accordance with your performance, but you can't be rated for a position that's outside of career progression, in this case maybe platoon sergeant or other E-7 slot. A E-8 position may be good if you already completed you Key Developmental time. Like the previous poster said it's just career progression.
