You can turn right on red when there is no traffic to hit you but I believe when there is a bike or other vehicle on the right side of a road and you turn right on the left side of that same lane it is illegal because if you both decide to go you could get into a collision so try each other.
What is your problem against EU?
Usually in the USA you can turn right on a red light. The exceptions are if there’s a sign saying “no turn on red” or if there’s a red right arrow.

I feel bad for you guys in the EU, I grew up a few miles from one of the top ten best riding spots on the planet, thousands of acres of abandoned strip mines with hills bigger than anything some countries have, famous riders like Jeremy McGrath have ridden there, I know one of the owners, he’s cool, I could turn right out of my driveway and ride a few miles straight down the road and be there in 5 minutes, never found a better riding spot.
