Actually, only Peter, Lois and Meg can't really understand Stewie. I mean they can, but they just ignore what he says or don't take him seriously cause he is a baby. Brian and Chris can understand him cause Brian is a talking dog himself so he doesn't find Stewie being able to talk to be weird and Chris is so ignorant that he probably doesn't know that babies aren't supposed to be as smart as Stewie is so he actually listen to what he says, same goes for Peter but only rarely. And everyone else can understand him just fine, for plot reasons.

Peter understands him sometimes… Chris always understands him along with brian. I think the main 2 characters who act like they don’t understand him, is Lois and Meg

It's really funny when they manage to get animated onto real life TV. That one when Brian goes on Bill Maher's show with Dana Gould & Arianna Huffington is comedy Gold. So funny, and the 3 people were all on perfect cue and timed everything perfectly. Great stuff.
Thankfully Jimmy was able to avoid breaking down in tears.

Fox Broadcasting Network and Fox News, as you’ve mention, only covers their news and sports portion, which Disney has no interest in. All the other assets such as The Simpsons, X-Men, Family Guy, and etc. are part of the TV and production side of 20th Century Fox which is now owned by Disney. So while you might have saw Family Guy through your local Fox broadcasting networks, they were really displaying content from 20th Century Fox which is why you see the whole credit animation at the end.
