Remember Martinez told him "there's some things you can't come back from", and he was right. The governor did too much to turn back now. We're talking about the same man that slaughtered his own people after they refused him. The governor tried to change, but he couldn't escape his true self. That's why he said "liar" after Rick's speech.

I mean unless you count Shane as a villain (some do, some don’t ) But Shane and Rick definitely could have worked out. Especially had Rick didn’t lie and made Shane out the gun down and told them they should part ways.
Could you imgaine if the entire show was about the power of friendship and they convinced every "villian" to join them and they kill all the zombies and restore the world.
Loved the what if scenario. It would change a lot of plot elements though. If Hershel didn't die he could've helped Rick through his crazy faze in Season 5 just like he did in Season 3. I feel like The Savior's being killed in their sleep in Season 6 could've been avoided and a stronger reasonable plan could've worked instead of going off one group word. Yes, Abraham, Sasha, and Daryl were attacked in mid Season 6 but I still believe a different route would've been proposed to take care of the saviors instead of shooting up one of the bases. The Saviors were after Dwight not Rick's group in mid-season 6. Most likely had orders to shoot any incoming non Savior vehicles especially if they have a gigantic horde of walkers behind them. However I believe eventually The Savior's would've made their harsh debut in the show. If The Governor somehow came back from his sociopathic ways I believe he would've been a strong minded person to strategize a way to counter The Saviors once they made the forceful deal on Rick's group. His past ideologies of betrayal can be used in this situation, like following Negan's commands then just ambushing the Saviors just like how he did with the army group in Season 3. However though my whole paragraph is too unrealistic for a world like The Walking Dead. The Governor definitely couldn't have come back he shot down his own army just because they were reasonably resisting his orders. The Governor's group didn't even draw on him he drew on them. Unfortunately Hershel's death and the invasion of the Prison was to remind us of the cruel world that the show takes place in. It's messed up but almost realistic.
I love the governor, in fact he’s one of my favorite characters in the series and it would be cool to see the governor and rick take out terminus. But if the Governor joined I bet you he would only do it to take over like what he did to Martinez's group( the governor I don’t think likes being under peoples control so he’d likely try and take over). If the governor were to successfully take over ricks group idk if he would stay at the prison or do a crusade to take as much territory as possible but in the end he'd likely make a group stronger than every group shown aside from the CRM for obvious reasons with a potential member count of between the saviors or the commonwealth due to the fact he made a group with a similar member count to Hilltop in the first year of the apocalypse. Overall The Governor with the extra 11 years that the walking dead timeline lasts would be extremely powerful in every form and maybe too strong for current group to handle
