My comment as usual is long one.
ISI, Pak army and other influencers of Pakistan foreign and defence policy know it well why PM Modi won't visit Pakistan.
1. PM Modi has put his political capital in stock when he suddenly visited house of the Pak PM Sharif. PM Modi was hugely criticised later for this by opposition parties. Besides, PM Modi has to face huge embarrassed at home when Pak army sponsored attack on India in response to the visit of PM Modi to Pak.
2. In response to such mindless and irresponsible behaviour of Pak army who is said to run the Pak, India decided to use economic and aggressive diplomatic tools to isolate Pak. This policy paid dividends. Pakistan us suffering international isolation and is an established terror sponsor state.
India had to work hard for this. It is foolish to think that this instance will be chsnged.
3. Indians correctly believe that Pakistan is supporting separatism in Kashmir. Not only the separstism but Pak uses terrorism as State craft against India.
4. The geoeconomy has hugely changed since UPA government of Dr Manmohan Singh. Now, it is the USA which need India. Such dependence of US on India may be attributed to many factors like US needvto have strong Asian ally against China and fits the best, India is excellent investment market for American Companies, international politics is shifting towards rightists, US withdrawal from Afghanistan etc.
5. India is economically many many times stronger than Pak, many times militarily better. Besides India has much high internationsl standing.
Finally, if PM Modi visits India, it will benefit Pakistan. Why should India oblige a country which is still sending terrorists to Kashmir which is an irritant for PM Modi.
I think ISI anslysts and think tanks undertand it well. But I don't think Pakistan will change.
Pakistan is politically fragile. Economically, Katora economy, radicalisation in Pakistan is on rise. WWE often hear how even Pakistan courts pass orders in the name ofvteligion. Pak civil society snd Pak media is under the strong jaws of army.
What is there for India. Nothing.
Best thing is to leave Pakistan on its fate. Let people if Pakistan first put their house in order.

Forget about India, just let us know what sorts of bilateral relationships you have among the other 7 member states of the SCO: the Islamic Republic of Iran, the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan.
👉👉Dear Qamar Cheema When India talks about cross border terrorism, it refers to Pakistani or Pakistan Occupied Kashmiris being caught continuously in Kashmir, weapons and arms bearing the stamp of Pakistan and China, drugs coming through drones from Pakistan and handover money. The evidence points to it.
You should find out how many Pakistanis are still being killed every year in Kashmir, why Pakistan was put in the gray list.
Now the most important thing:-
Important personalities of Pakistan keep giving statements that we want normalization with India. But there are two issues in this, one is that Pakistan imposes preconditions before talks and second, Pakistan only gives statements, perhaps to tell the world.
If Pakistan or India are really serious about normalization then they will have to do two things:-
1. Whenever Prime Ministers or Foreign Ministers meet on global forums, one of them has to tell that I want to come to your country and make these agreements in terms of business or cooperation.If one hesitates for a long time or gives a negative response, the other can tell it in the global media.
2.Or one country will have to gradually take liberal and positive steps. But I consider Pakistan to be more responsible in this matter because it is Pakistan that has harmed the agreements or relations more or earlier. But due to more strained relations I see less possibility of this process.
As far as 370 and 35a are concerned, you can understand it this way. Pakistan has already made changes with the geography of Jammu and Kashmir, some areas were also put under the direct administration of the Central Government. Pakistan is working together with China in the disputed area.Pakistan has also rejected 370 and 35a in the past.
The practicality is that both of these were part of the Indian Constitution, the Indian Parliament had implemented them and it itself removed them and no government will bring them back.
And then it can be discussed at the table too.
