It is one thing to have a different political point of view and support a different political party's and religions than everyone else and be part of a military style militia group. That's what you have here in the United States as one of the many rights under the constitution but if you cross the line in to illegal activities and domestic Terrorist territory then you have lost such rights, privileges and protections under the Constitution.

Edit: I was under the impression he'd sold them weapons. Armor and tactical gear isn't regulated in most states. Leaving the comment below for reference. I was once an FFL.
The licensed dealer has a responsibility to deny all sales he perceives to be illegal, it's part of having an FFL. I'd think he'd at least have demanded copies of the credentials and made a couple phone calls before selling that kind of hardware with or without suspicious speech. Those with rights can purchase, those without cannot, and the better we are about that, the safer things are. It's a judgment call, and I wasn't in the room, but it appears that the sale was reasonably suspicious to at least do serious due diligence. As Reagan said, "Trust, but verify."
