Unarmed militants are legitemate targets as well as unarmed soldiers who are not surrendering. This operation would have involved one observation drone and either other jets, helicopters, or drones with the missilles, as well as a team of soldiers managing such drones. A lot of effort and expense to eliminate innocent civilians, I doubt it.
The footage likely came from telegram, military drones do not store footage or historic gps information onboard in the chance that they are shot down, doing so could let the other side know where you are and where you have been.
