From a pure physics' standpoint, the pressure of water at the hole is directly proportional to the height of water in the bucket. So, in real life, a leaky bucket's flow will depend, among other things (such as size of the hole), on the height of water in the bucket.
If you are explaining science, better to be right. Some impressionable kid might see this and think that the height of water does not affect the rate of flow, which would be wrong. So yeah, it matters :)
