Basically cap just became a man out of his time which only he can do because his is trapped in ice most of his life, and maybe he did nothing to change history, basically he was just hiding until the time he return to the past
They didn't interfere because Marvel stopped planning ahead, after Fiege took over. The Avengers movies had all been planned out before he got his promotion. Fans shouldn't have to invent these things, Marvel should explain them in their programs.
He made a new timeline when he stayed with Peggy Carter. Not only that, & I hate to be this guy however, the stones were taken in their alternate forms, how can Cap put the space stone back as a stone when it was taken as the tesseract. Same with the mind, & soul stone.
But didn't cap make a new branched timeline by staying in the past? If so then how did he get back to the original timeline as an old man?!

It did make a branches timeline but when loki in loki Season 1 escaped the TVA reset the timeline and the whole timeline got reset
But avenger didn't bring back thanos to the branch world? I still think about this till now
