There were wrenches in the set that cost that much each, but I wanted it gone, he was starting out and poor, I'll never use it again and most of it was "expensed". I work on heavy trucks and truck mounted cranes for a living, European ones, mostly Volvo and Scania, and 21 mm is actually quite a common size in the air brake and hydraulic fittings. They also have lots of "weird" nut and bolt sizes like 12, 15, 16, 18 mm etc. so we have wrenches in every size.

I live now for the most part on a boat and I have tools I'll take on deck, thereby risking an involuntary tribute to Neptune, and tools I keep below in the workshop or the pilothouse. The crap tools go on deck. Of course, I also have crap tools I can't lose in a hurricane, but I did lose a vanadium chromium screwdriver my late dad had owned off the stern at haulout undoing the mast stays. I made a fishing pole at spring breakup, rigged a Dyneema line and a big magnet and got it back first strike. I did a single stroke with an SOS pad and she was good to go, but now has a hole drilled and a little lanyard.
The good tools get lubed and CRC'd and Boeshielded. The crap tools, less so.
