- Hanna Notte is a senior research associate at the Vienna Center for Disarmament and Non-Proliferation and a senior associate (non-resident) in the Europe, Russia, and Eurasia Program at the Center for Strategic & International Studies. The lecture was delivered at the Monterey Summer Symposium 2023 in Armenia & Georgia (July 2-18, 2023). The Symposium is organized by the Monterey Initiative in Russian Studies, Middlebury Institute of International Studies at Monterey.

I wonder whether specifically African countries are having any reaction at the massacres committed in Africa by Wagner. These massacres are on Wikipedia. Everyone can learn about them. And yet, I don't hear any complaints, especially from African countries that one would think should care the most.
In connection, the governments of Niger and Mali (and probably quite a few others) are so pro-Russian and pro-Wagner (they have Russian and Wagner flags all over), it makes me wonder whether there is an opposition to this, and how much. From what I know about Africa, there should be.

Analyst? She can't see that there is less export because there's more domestic demand? Or even consider that? Meanwhile, the so-called free media in the UK and US talk about Russia running out of weapons from end of 2022 to mid 2023. Quite the contrary is going to happen. Russia is learning how to counter the best NATO weapons and everyone is waiting for the new releases. Another obvious business factor this hegemon misses.
