Brock benefited from 2 major factors. A very weak HW division and crossover star power. Randy was 44 years old when he started that title reign and he won it off Tim Sylvia. Brock would not have won the title in any era after that. Cain mauled him, JDS would have KO'd him, Werdum, Stipe, DC, Francis, all would have demolished him.
